In a paper or plastic bag, combine flour with salt, pepper, and ginger. Add chicken pieces, a few at a time, and shake to coat thoroughly.
In a large skillet or frying pan, heat oil to 350°F. Add chicken, skin side down, cook about 10 minutes, turning to brown all sides. Reduce heat to medium low, cover, and cook until a fork can be easily inserted, about 20 minutes.
